4. Case Study: Alternative Approaches To Food Security In Quebec

The initiative selected for case study in Quebec was a pilot program for the development of alternative approaches to sustainable food security in the Montérégie region on Montreal's south shore, carried out between 1997 and 1999. The initiative recognized that the principal cause of food insecurity is poverty and economic exclusion. It aimed to combat these by developing a continuum of resources to support the re-integration of excluded individuals, in a process that was consistent with the values of sustainable and environmentally responsible development. This initiative was linked to a multi-site research program which aimed to support the emergence of a provincial multi-sectoral food security policy.
