This report, with its action plan, was commissioned by the Atlantic Regional Office of the Public Health Agency of Canada (PHAC Atlantic) to provide direction for its work with Atlantic Canada’s Acadian and francophone communities. Under Part VII (Section 41) of the Official Languages Act, the Agency is committed to actively supporting the vitality and development of these official language minority communities.
The report’s authors had two objectives: to identify the primary needs and challenges of Acadian and francophone communities in promoting public health, and to obtain their views and recommendations on how to increase their access to PHAC Atlantic’s programs and services. To meet these objectives, the authors interviewed 65 people representing Acadian and francophone community organizations and partnering agencies in the four Atlantic provinces. The interview responses formed the basis for the development of a five-year action plan.
In this action plan, the communities propose a series of objectives and outcomes for PHAC Atlantic, building on federal government guidelines for working with official language minority communities. The plan also lists activities for achieving each of the intended outcomes. These activities are proposed to guide PHAC Atlantic’s annual work planning process.
In addition to the five-year action plan, the report includes a portrait of Acadian and francophone populations in each of the four Atlantic provinces and a summary of the views expressed by community members during the interviews.
Five-Year Action Plan to Increase the Vitality of Atlantic Canada's Acadian and Francophone Communities (2007-2012) was produced by The Canadian Institute for Research on Public Policy and Public Administration, Université de Moncton.
