Take immediate action to address gaps in the application of the following fundamentals of horizontal initiatives:

  • Clear roles and responsibilities

  • Timely and open communication

Recommendations are specific to the horizontal Family Violence Initiative (FVI), which is managed by PHAC.

Plans to address these recommendations will be done with the other 14 participating departments.

A. Explore options to enhance senior management engagement (DG, ADM or other level) and develop a plan to implement a governance structure

Discuss how to engage the respective Ministers.

FVI Annual meeting of the senior management Steering Committee to enhance the strategic planning and outline of the FVI collective action.

B. Develop a FVI strategic plan to define strategic directions, roles of each department, and key activities, (linked to research under #3). The strategic plan will include a section on the NCFV (linked to details under #2).

C. Review the four FVI Working Groups' Terms of Reference to enhance strategic/collaborative approach.

Monitor, evaluate, and report on FVI activities on a regular basis, as mandated by Treasury Board.

Revised Terms of Reference of the following Working Groups to improve accountability mechanisms:

  1. FVI Senior Management Committee
  2. FVI IWG
  3. Family Violence Prevention FPT Working Group
  4. Aboriginal Family Violence Working Group

It may also be worthwhile to re-establish the FVI IWG Evaluation Working Group (as needed).

D. Engage the FVI partners in strategic discussions on a regular basis (agreed under the TOR) to support timely and open communication

Review the rationale of the National Clearinghouse on Family Violence, with particular attention to defining the target audience (s) and examining recent trends in platforms and tools for the dissemination of information.

B. Determine the purpose and functionality of the NCFV as an online resource centre and adopt a more focused approach.

Strategic Plan for the NCFV to enhance engagement and activities with both the FVI IWG and internal PHAC partners (will be included under the FVI Strategic Plan).

C. Depending on the outcome under #A and #B above), assess the recent trends in information dissemination platforms and tools and revamp online resources accordingly.

Continue to explore opportunities to enhance collaboration across program areas within the Public Health Agency and across the Health Portfolio.

A. Establish an informal Health Portfolio Working Group to inform the overall PHAC approach toward family violence.

Policy scan outlining the roles and responsibilities of key units within the Health Portfolio and the interconnections between their work and that of FVPU.
